平和主義に関する論述を始めるにあたって ― 2010/08/23 06:30

どちらかというと、平和主義に好意的なブログを書くつもりであるが、この「平和主義」という用語に関する日本語と英語（米語？）のギャップについて述べたい。

2010年５月24日、東京六本木で日米安保条約改正50周年記念円卓会議というものが開かれた。主な議論は同年６月23日付の産経・朝日・日経の各新聞に意見広告として掲載されたので、興味のある方は見ていただきたい。

ここで私が論じたいのは、この会議における日本側の議長を務めた、伊藤憲一日本国際フォーラム理事長が発言の中で「平和主義」という用語を何度か用いたことである。

伊藤理事長の発言の要旨は、PKOやPKFに積極的に参加し、世界秩序の安定を目指したいというものであるが、日本語の「平和主義」を英語に訳すと"Pacifism"という単語しかない。この英単語には自分は危険なところから逃げておいて、社会の秩序にただ乗りするという悪い意味しか存在しない。伊藤理事長の英語力ならばそのあたりは合衆国側の参加者に説得できたかもしれないが、日米共同会議で同時通訳がついていた関係上、理事長は日本語で話を交わさざるを得なかった。

そこで伊藤理事長は「積極的平和主義」という用語を用いて、日本は決して国際秩序のフリーライダーではない、という認識を占めそうとしたが、アメリカ側の参加者全員に納得してもらえたかどうかは不明である。

日本が冷戦構造下で日本一国の平和を守れば事足りる時代には"Pacifism"でも構わなかったが、米ソ冷戦終結後の現環境下では"Pacifism"ではない平和主義が求められるのではないか。
